解决方法

您使用的版本太旧，以至于update命令都不起作用。 您不应该使用Python 2.7，因为它不支持（包括安全修补程序）。

更新pip的新命令是：

sudo python -m pip install --upgrade pip

如果仍然不能解决问题，那么我建议安装更新的Python 3，最好使用最新的Ubuntu LTS版本。
